Abstract

The research was conducted in a qualitative and phenomenological pattern. Data were collected by interviewing 25 school administrators using a random sample and analyzed by content analysis. As a result of the research, all school administrators have a positive approach regarding sending funds directly to schools from the Ministry of Education budget and giving spending authority to school administrators. There is no one who has a negative opinion about this issue. School administrators find the items for sending funds sent from the central budget to a large extent correct and appropriate. However, there are also those who say that this could be more flexible and the items could be increased. It has been observed that school administrators think that this is largely ignored regarding whether the funds are sent considering the needs of the schools. In this regard, school administrators argue that the funds sent for cleaning materials are sufficient, but the funds sent for stationery materials are not sufficient, that although there are not enough amounts and items, they contribute to meeting the needs, albeit slightly, that privatized resources should be provided, and that expenditure items should be increased. The views of school administrators on whether the funds are sufficient for the needs of the schools are largely that they are not sufficient. There are opinions that funds should be allocated for items such as school, projects, and extracurricular activities. Their views on the competence of school administrators in managing the budget sent to the school are largely that they have become competent over time. There are many opinions that sending a budget directly to schools from the Ministry of Education budget increases the workload of school administrators. However, it has been observed that school administrators do not complain too much about the increase in workload because they are satisfied with the funding. All administrators, except one, welcome the fact that the funds are sent to school administrations instead of the district national education directorate.
